Does Stephen Harper deserve to be considered by far the worst P.M. in Canadian history? Are we justified in despising him?

I always say historians should wait 10 years before evaluating a public figure. Worst? I still think Sir Mackenzie Bowell will top out the list. But do so many have a reason to dislike him? I'd say his deliberate attempt to divide people, cozying up to the "Ford Nation" failures, attempts to suppress voting, labelling Canadians who spoke out as enemies, his disregard for Canadian values and his vile treatment of vets added fuel to the fire.
