How do you know if a cop is speeding or responding to a call?

There are always cops in my city that go above the speed limit, sometimes without lights or sirens. I always see this when i'm walking home from school. Im aware that its illegal for anyone to go above the limit in california, but how can we find out?

    Police officers don't have to turn their light on when responding to code but that is rare. The officer maybe responding to a minimal call meaning it was a report of a animal in the street or something where lights aren't really needed.

    Short answer: You DON'T.

    Longer answer: Even with a scanner, you don't know it they received a dispatch via the computer terminal in the patrol car. There are some calls, which are MORE common than justin believes, that require responding as quickly as practical, but NOT using lights and sirens.

    the police will speed to some types of calls without using lights you can not know when they are doing this.
