Why is Trombone in bass clef while baritone is in tenor?

Trombone is a tenor instrument and baritone is a baritone instrument (which is lower than tenor). I am not talking about the exceptions, but the majority of the time.

    The terms tenor and baritone are often relative. The baritone horn is the low member of that family and the trombone is the tenor of its family (there are also bass and contra-bass trombones), even though their ranges are different. The trombone is sometimes written in tenor clef but most often in bass, and I've seen far more baritone and euphonium music in bass clef than any other.
