What was the most crucial step in FDR's plan as president?

    Everything he did was ultimately really important to lessening the Depression (although he did NOT end the depression, WWII did, but he did make it a little better), but I would say his second new deal was the most important because of the Wagner Act and even more importantly, the Social Security Act, which gave old age pensions and helped people who weren't in good health to be okay financially.

    To stay in power as long as possible through implementing popular policies,even though they didn't really work.

    This made it look as if FDR was actually doing something and cared.

    During the war: to achieve the total defeat of the Axis powers
