Is it legal to download clips from Youtube videos, and then using them for parodies?

Isn't this considered Fair Use? Because I would be using it for a parody. And using CLIPS from other people's videos is technically not showing the whole video, so would that be considered as a type of Fair Use? What if I say a disclaimer saying "I do not own any of this material", would that work also?

Plus, SO MANY people are getting away with this, especially with Abridged videos and Youtube Poops... Why is that?

    SMG4 (super Mario glitchy4) does this all the time with sound clips and monetizes it but for full video clips I think you could end up getting hit with a copyright strike.

    Yes but then you will not be able to monitize/make money of your video
