Where can I complain about merchants who have failed to install chip readers on credit card terminals?

Update:

I thought credit card terminals were required to read the new chips on credit cards as of late October. At least one large retail outfit I've shopped at still doesn't have card readers and I had to use the insecure card swiper. Can I complain to the FTC, Visa, MasterCard or someone?

Update 2:

I'm willing to cut small merchants some slack, but this was a good-sized chain, certainly big enough to be a lucrative target for hackers.

    Complain to the merchant and politely state that you're no longer going to shop there until they update. Almost certainly you'll be told that the new reader is scheduled to be installed in the near future--which is likely the truth.

    Remember that there's no law that merchants have to accept credit/debit cards at all--although virtually all do these days. The cost of the new units is expensive for the smaller merchants, so some have been slow to upgrade.

    You are wasting your time, there is no one. The merchants are ALL converting over the next 6 months

    they aren't breaking any laws - yet - most of the country is still behind - same with the credit cards - most out there still do NOT have the ships in them
