Is Chúc Mừng Năm Mới also said during the Western New Year?

I know it's said during Vietnamese New Year (Tet), but what about on January 1st?

Basically, "Chúc Mừng Năm Mới" literally means "Celebrating a new year" in Vietnamese language, so yes, we usually use this term on both Tết Nguyên Đán (Vietnamese New Year) and Tết Tây (meaning Western New Year, occurring on Jan 1st).
