What the hell is up with this?
My grandma has custody of my 8 yr old cousin .so she let's her stay up til 12 am every night (school nights ) my cousin is either 2 hours late or misses school pretty much everyday. can my grandma yet in trouble for this? All she dies is tell her to go to sleep, but doesn't really care if she doesn't listen. It actually pisses me off

Homer, your grandma will get in trouble with the school for truancy.. She can be taken to court and fined for not sending the child to school. It is essential that the girl is in school due to her grade and it being when children are learning how to read. If she does not master that skill it will effect the child's academics throughout school. .
Parenting is hard work, and your grandma might. I do not know the circumstances of the grandmother getting custody of the girl, but grandma doesn't seem to be willing to put the effort into raising this child. If she has custody of a grandchild then she most likely had problems parenting her own child the parent of the grandchild.
If it pisses you off then do something about it. Get involved, or get CPS involved. This child need a reasonable bedtime. Around 8 to 8:30, and a time to get up, eat breakfast, and get out to school. That means grandma needs to get her butt out of bed early mornings, too.
