If John McCain, born in Panama was eligible, why is WP saying Cruz is not eligible?

Update:

The Washington Post has incorrectly stated that Cruz is not natural born, but John McCain was born in Panama with an American mother and he was eligible and ran in the presidential election.

    McCain was born on a US Airbase in the US controlled Panama Canal Zone to two US Citizen parents. Hell yes he was a natural born US Citizen.

    Cruz on the other hand was born in Canada! And only 1 parent was a US Citizen while the other was a Cuban citizen. Seems to me somebody who could claim Canadian, Cuban or US citizenship really wouldn't qualify to be a natural born US citizen.

    McCain was born on an American army base which is legally US territory. Cruz was born in a Calgary public hospital.

    At the time, Panama was under US jurusdiction.
