How to go into a higher state of consciousness without drugs?

Meditation. Especially in prolonged silence, without distractions! I once attended a 10-day silent retreat, and I got to experience some pretty amazing states of consciousness through that... I would very much recommend it, and hope I'll be able to return this year. :)
Also, breathing exercise and rebirthing, if you've ever heard of it..? Basically, you lie on the ground and breathe heavily, (sometimes shaking with your legs), for at least an hour. The breath is the engine that propels you forward. And you start experiencing all these different energies in your body, different things that you're releasing, emotions, sometimes visions, etc... It's great! And you will probably be able to find someone who can teach you. I've heard it was invented, as a different way of journeying, after psychedelics were outlawed.. ;)
Also, I haven't personally tried it yet, but I know there are people who do past life regression, constellations, and all sorts of interesting stuff like that... Might be worth a shot! I'll be attending my first ever constellation in February. :)
Then there's sensory deprivation, flotation tanks, sauna ceremonies, sound healing, yoga, reiki, prolonged chanting or praying, and you can probably find all sorts of different teachers who can teach you all sorts of different things! I have tried a lot, but I have barely even scratched the surface of it all... There are SO many exciting practices to explore! I really hope you'll have a field day with it! I know I am... ;)
To me personally, taking lots of heavy psychedelics first has really helped, though! It has opened me up, to the point where I'm now able to reach somewhat similar states much more easily, without having to rely on that exclusively... (Although I still love them to death, and I always will! <3) :) ..Before psychedelics, I used to be this hardcore, shut off atheist + anti-theist, without a single spiritual bone in my body, y'know..? So it's been kind of a crazy change, to say the least... And if that describes you, but you want something different for your life, having a few very deep psychedelic experiences at first might be helpful, to help you break open your head and your reality just a bit. ;)

There is no higher state of consciousness with or without drugs. Drugs do not elevate your mind, They weaken it.

Well, its doesn't happen in one day or u just cant cheat urself saying i sit to do meditation today and attain a silent state. If u want to go to college, u have to complete ur school studies. likewise, if u follow the steps, u can master this skill. There are so many sutras ( formula) for it but all are based on Sage Patanjali's yoga sutra.
Eight limbs of Yoga
all spiritual aspirants has to be aware of:
Sage Patanjali has clearly described these eight limbs of Yoga in his Yoga Sutras. a short note for ur reference from a site is given below.
1. YAMAS
Yamas are five restraints a spiritual aspirant has to be aware of:
• Non-Violence
• Truth
• Honesty
• Continence
• Non-Possession
2. NIYAMAS
Niyamas are the five observances:
• Cleanliness
• Contentment
• Self Study
• Tapas (heating up)
• Surrender to a higher principle creating Universe
3. YOGA ASANAS
Yoga Asanas are different physical exercises or postures for keeping the body fit and comfortable.
4. PRANA YAMA
Prana means vital force. Yama means control. Prana Yama thus means control of vital force. In beings the vital force operates through the process of breathing.
Puraka, Rechaka and Kumbhaka are the three functions in the process of breathing.
Puraka means filling and indicates the inspiration which nourishes the system with Prana.
Rechaka means emptying which indicates expiration.
Kumbhaka is the retention or pause between inhalation and exhalation and between exhalation and inhalation.
In Prana Yama there are innumerable techniques to establish control over the vital force.
5. PRATYAHARA
Pratyahara means withdrawal of senses from
external information.
6. DHARANA
Dharana means concentration. Entertaining a particular thought for a particular period of time is concentration.
7. DHYANA
Dhyana means meditation. Meditation is when the mind starts to flow to the point of attention continuously for a long period of time without strain or effort.
8. SAMADHI
Samadhi means integration. Integration is a state wherein the subject, object and the process become one.

Fast for five days to cleanse out your body. Start eating good healthy nutritional foods and give up junk food, alcohol, illicit substances, caffeine, tea, soda drinks, sugar, and exercise daily.
You can try to meditate and focus your mind on positive aspects in this world but I don't believe anyone is able to get a high state of consciousness.

Some people use meditation and others use prayer. Unfortunately, neither technique will work for many people. Which is why psychedelic drugs can often provide a spititual breakthrough.
In my opinion, the real reason such drugs remain illegal is that, afterwards, it is impossible to deny that the source of ones conscious awareness is their own living brain. ...something the superstitious prayer-people really, really hate.

Striving for "higher" states of consciousness will only put you on a path that will never end because after you have one you will want another one. Instead, look for what doesn't come and go because only that will ever satisfy you. For that look into meditation, and for the most direct way of doing that check out Ramana Maharshi and his technique of "self inquiry".

The highest state of consciousness is when there is no fear and it is in balance with every cell in the body , this gives the maximum interaction with soul the evolutional energy of goodness most call God , as an Evolutional Goodhist I achieve this by understanding the energy , forming a spiritual energy identity , and practicing balance and interaction , and energy balancing system can be used once the process in understood.

First, prove that there is a higher state of consciousness, then you will be halfway there. If you cannot define such a state, you cannot hope to achieve it.

You could try an isolation tank. That's what Richard Feynman did, but I'm pretty sure he toked some weed prior to going in. I can't remember, though. He tells the story about it in "Surely You're Joking, Mr. Feynman", which I highly recommend.
