Only 15% of people in the world have blue eyes, so it doesn't mean much to adoptive parents whether children have blue eyes. In fact, for the majority of adoptive parents, one or both have dark eyes, so a brown-eyed kid would look like them.

Well ... I suppose most children in the developing world (who are most likely to be orphaned) have brown or black hair and eyes. (The developing world is largely centered in Asia, Africa and Latin America, where blond hair/blue eyes are uncommon.)
EDIT: The idea that brown haired children languish in orphanages because adoptive parents only want golden haired, blue eyed children is beyond mythical.

Most people who adopt do so because they want to be parents, and looks are the last thing they worry about.
