Mexico has already said no, they're not building it nor paying for it to be built, and they said that months ago.

Sanders can't get his tuition free college for everyone plan through, and he knows it and doesn't care.

I don't know how you can (legally) force another country to give you money for your own construction projects, but government-funded tuition for higher education has at least been done before without committing some sort of illegal international extortion (SAAS in Scotland, for example).
