nah, dont worry about it. I had had a few friends who didnt hit their growth spurt until junior year of HS. One of which is in the MLB now...never know how much you'll grow up until 20ish.... take the time now to develop a good personality while the others that developed physically early rely on their looks to attract women, it'll pay off in dividends in the future when you have both

No, you are not small. Your height of 5'4" is perfectly normal an fine for a 14 year old.
