Is Germany a federation on the same level as United States ?
I mean, there are also states inside Germany. Are this states considered only as a counties , or really are they on the same level as for example Nevada or California in USA ?

well this is a Little tricky to explain.
Well they are not really states like US states (that can have their own laws) but they are not really counties too. Its mor a mix of both because they do have some different laws there too (but only minjor local laws).
So for example the state of Bavaria could not invent the death Penalty for example because its against federal law in Germany. but they could lower lets say the drinking Age for Bavaria (if they wish) for example... or Change the Speed Limits on the bavarian parts of the Autobahn....
