How to liquid fertilize rose plants ?

Hi im new to gardening. But anyway im from an Asian country. Then no summer no winter ect... we do have only sunny and rainy days...

Recently i bought a water soluble fertilizer powder (blue colour) and as it has been printed on the lable its NPK 20-60-60

I have to mix 5g of it with 4 litres of water..

My question is on where do i need to apply it ? Do i need to spray it on the soil ? Or on the leaves ?

    It goes on the soil. Add the fertilizer directly to the base of the roses. Adding fertilizer to the leaves of the rose can cause the leaves to burn. Likewise, letting the fertilizer get on the petals of the rose will cause wilting. The nutrients in the fertilizer do best when absorbed through the roots of the rose.
