That was Gunsmith Cats. I believe that was ep3 where the main character Rally Vincent kills the assassin Natasha Radinov. The manga Gunsmith Cats and Gunsmith Cats Burst doesn't have that character in it, though she was the main antagonist in the anime. I suggest the manga over the anime as the anime's only 3 episodes. There is also an OVA of Riding Bean featuring a blonde Rally, the mc also makes a cameo in GSC and GSC Burst. .
