Is this a good seed starter for cannabis seeds or will it cause them problems?

I took some medical grade pharmasoil (ingredients listed below) from a local store and put it into a coffee grinder and ground it up into a fine mixture. The water retention was high so I added perlite to the mix at a 1:1 ratio.

Will this work and will it work well without killing my seedlings? Should I adjust anything or add anything?

    Do you know why they call it weed...because it is....it doesn't need special soil to grow...just regular top soil will be fine...
