Super timid Oscar?
So I just got an Oscar and added him to my 110g with my jack Dempsey and jewel cichlid. The Oscar was getting the crap kicked out of it so I moved her to my 29g with my old Betta who's just living out his days before I can find someone responsible to adopt the Oscar (if I take her to a store they'll just let her die) and sure enough the Betta is kicking the crap out of the Oscar. Is this normal? The Oscar shows no sign of illness other than having minor cuts on her body and rips in her fins now.

Can you provide the sizes of all the fish, please? It's impossible to provide a decent answer without that.
If there are plenty of hiding places in the 110, and the fish are all close to the same size, there shouldn't be much problem, although you should probably move things around to break up territories.
As for the Betta bully, I'm guessing the oscar is fairly small. Again, hiding places should help. Even a medium sized clay pot turned on it's side is a good choice.
