Why does she do this?

I've been talking to this girl for about 2 months and we used to text everyday and hang out on the weekends sometimes but we haven't talked in 2 weeks. She knows I like her and we are always touching each other and had some really intimate moments at my house but we've never kissed or had sex. She tells me she doesn't want a relationship of any kind with anyone because she's got a lot going for her now. So on Friday night she calls me out of the blue after ignoring a text I sent a few days ago saying she wants to hang out. I was kinda blunt with her but I agreed to go out. We were talking

for a few minutes and she was asking me where I want to meet her and what I wanna do and then she told me she would call me right back so I said ok. 20minutes passed and she didn't call so I called her and she didn't answer, I didn't hear from her the rest of the night. Why did she call me acting all exited to hang out then not get back to me? She did almost the

exact same thing 3 weeks ago too but I was the one who called her that night. The first time I freaked out and texted and called twice but this time I just called once and that was it. Why did she do that to me Friday night? I don't get it.
