My old 700cc tires aren't the same size as the new 700's I got online. What gives?

I bought a wheel set of 700cc shimano rs21's but they are about half an inch smaller in diameter than my old clunky rims that were also 700cc. Now the tires aren't compatible. What is going on here and was I shipped the wrong size?

    700cc isn't a tire size. Provide more information about your bike.Odds are high that your bike had 27" tires, totally incompatible with 700c wheels. Your tires will not fit your new wheels

    If there is 1/2" of difference, then they aren't both 700C.

    My guess is that the bigger wheel is actually a 27" AKA 630 mm ETRTO compared to the 622 mm ETRTO of a "true" 700C wheel.

    Your old wheels were 27 " not 700c.
