Are homeless people allowed to ask people for money or do they HAVE to hold up a sign?

    Depends on local law, but it's a free speech thing to ask for money without a sign. However, they can't threaten, coerce, or bully people. Signs are usually used for when people are trying to get money from cars.

    In some jurisdictions, it is illegal from them to hold up a sign. The ONLY thing consistent is that it is either legal to beg with or without using a sign, or it is illegal both ways.
