clean the filter, check the holes in the arm, then run a cup of vinegar in the washer

Mine that had a rotating arm got a mangled-up elastic band in it stopping the holes.
You can manually clean the main filters, and buy a little bottle of dishwasher cleaner that runs through a single empty cycle.
If you live in a hardwater area (limestone) then appliances have a shorter lifespan anyway. You could use Calgon in such an area.

Vinegar is a good cleaner as tj mentioned. With the hard water and soaps with greese that gets into the water and the pump (the stuff you can`t see) Some Vinegar once every couple months helps a great deal.

It is probably a problem with partial clogging of the upper sprayer. Often these can be disassembled by removing screws and then cleaning out the clogs and well worth doing.

The filter at the bottom is clogged, is what it sounds like. This is causing the food to not drain out of the unit.

Clean the filter in the bottom of the unit. Clean the holes in the spray arm at the top of unit. Run a bottle of Dishwasher Magic though it.

How long since you have cleaned out all the debris in the bottom of the washer?

If it has a rotating wash arm, does it spin freely or is it gummed-up? Some lift off easily to clean spindle . . . some have more involved removal process - see owners manual.
