So, I saw in a movie and read that Nazis could tell a Jew by whether or not they were circumcised. This implies only Jewish people were circumcised? Why is this?

Many Jews would tell you circumcision is mostly health related. A lot of Jewish commandments, like Kosher can be understood according to public health. For instance, how the heck would you get fresh shrimp into Jerusalem? You could also argue it's a way of indicating your sexuality is for God. Health would provide much greater evidence for the Bible being from God, because there's no way any empire, especially one as small as Israel could have known public health norms we first knew about post-ww2.

During this period, Europeans didn't circumcise their children. Only Jews did. There were a few exceptions, but they were rare.

In the Bible the rules were that in a covenant to God the Jews would be circumcised. To this day they have kept to their promise to God.
