My hard drive is copying at 6mb/s. what can be the reason its copying so slow? I have an i3 with a 5400 HDD. I reinstalled Windows recently?

Update:

Its a new drive and I ran all the troubleshooters I can as well as all virus and malware scans too.

    5400 spin drives 'are' slow...
