late 90's - early 2000's RNB/Hip-Hop song with vinyl scratching, what is it?

Sorry for the vague description but its most definitely between 1998 and 2004. I cannot use apps like shazam because I haven't heard this song in years.

It sounds like it has a male and female singer. I believe there is some rapping in it as well. The song is almost the same all the way through, like a looping sample from another song. There is also a fairly distinct vinyl scratching sound (like someone is putting their hand on the record and pushing backwards and forth 4 times in about 2 seconds), and I think it's only in the chorus but not 100 percent sure; it could be all the way through.

The male voice is quite deep in the chorus and I think both singers are American.

The lyrics are something like:

(Male) What's Up (closely followed by the female saying the same thing) (this bit may be repeated)

(Female) All Right

(Vinyl scratching)

(Both) and we can....

It sounds a bit like Ashanti/Ja-Rule although I've listened to samples from all of their albums as well as goggling through several R&B compilations and still cannot find this song.

Can anyone identify this?
