It can be, but it really isn't a genuine Reuben sandwich. Without cheese, it is corned beef and sauerkraut.

The Reuben police may not like that .
At a kosher restaurant I had the so called reuben without cheese and it was not grilled.

Yes, you can. But the best Reuben sandwiches strike a balance with a good helping of corned beef or pastrami, a bit of cheese, heaps of sauerkraut, and gobs of Thousand Island Dressing.
