Virginia has lax gun control laws and a Constitutional provision that denies Virginia cities to enact any stricter laws. The District of Columbia has one of the country's strictest gun law regimes. Yet crime in DC is far higher than Arlington VA, right across the Potomac.
DC saw 8,200 violent Crimes and 34,000 property crimes per 100,000 residents.
Arlington: 104 violent crimes and 1,213 property crimes per 100,000 residents

Criminals tend to avoid victims that shoot back is the simple answer.

Washington is full of poor people. Arlington is full of rich people. Around the world, poor desperate people are more likely to commit crime. They have a lot less to lose. Also gun control is ineffective when you can drive across the state line and buy a gun.

Sure, you answered your own question. DC is close to VA and VA has lax laws. Same a Chicago and IN. There are no gun laws in DC/Chicago if the bad guys can drive 50 miles and buy whatever they want.
