Small narrow-body planes like that, on regional routes operated by low-cost carriers -- pretty much the lowest rung of the career ladder; from there you work your way up to skippering the big beasts on the legacy carriers. I don't see why that would surprise you, if anything I'd be surprised if I saw anyone much over 30 piloting a plane like that!

They usually start out on the smaller planes and work their way up. This is the case on many airlines that have different size/type aircraft. When my mom worked for a Delta regional airline, there was at least a first officer who was under 23.
