Where to find contact info of states that buy commercial land/business?

My friend has a small family owned business and they are trying to find contact information from their state (Minnesota) on who to contact to speak about possibly making a purchase agreement. They have tried contact the state's official tourism company, along with the other known state owned businesses.

    It would be rare, and very unlikely, for a state to buy a private business.

    I do not think that is common, so there wouldn't be public knowledge on who to contact. I would assume the tourist company would be interested in it if it is a relevant profitable business and location for them.

    Huh? Like they want to call the Great State of Minnesota and say, "Buy my family owned business?"
