Sack in my panties?

I recently started cross dressing and wearing bikini style panties. All my pairs have a little piece of cloth on the bottom that basically creates a sack of sorts...what is this for?

    The bit of cloth is usually cotton and meant to absorb sweat, and small amounts of discharge. Most women use liners for this though. It is also a way that the seam is not going to rub and create discomfort.
