Is it weird to send resume to board of director of hospital asking for a job?
My mom convinced that I need to send my resume and cover letter to someone on the board of directors at a hospital seeing if theres jobs at hospital that I could do. Is doing that weird? She thinks its normal and most people do, but I know she being weird, desperate for me getting a job, etc and literally no one does that cuz you not supposed to. Aint no one that desperate for a job.

You would only contact an executive or member of the board IF you have an introduction or referral to that person from someone known by that person.
Don't dismiss your mother out of hand. She does not have it quite right, but you need to expand your job search appropriately. Get a copy of Richard Bolles, "What Color Is Your Parachute?," STUDY it, and learn how to conduct a proper job search, network, etc.

The board of directors have no interest in your resume and probably might dispose of it. Now if you actually knew someone it might be appropriate for you to sent it to them.
