At what point did Light start killing criminals outside of japan?

It has been a while since I watched death note, but I think he killed someone (outside of Japan) right at the early episodes. When L was challenging "Kira" (Light) to kill him during a televised interview where he introduced himself as Lind L. Taylor who in reality is a criminal on death row. They made it appear as though it was globally being broadcast that is why I am assuming Lind L. Taylor wouldn't be a Japanese (although the interview was only being broadcast in Japan). Also, I think it could not be pointed out the exact point Light killed criminals outside Japan since whenever there are criminals he hears on the news or reads on newspapers, he killed them and these killings were not as specific as to the location of the criminal. But I don't know, I'm just another fan making theories.
