My tortillas turn out crispy and hard? Why?

I made tortillas with water and flour but it turned out hard and crispy. I've tried wheat flour, semolina, cake flour, but they all turn out that way. Any ideas?

    I use lard, flour, milk, salt and a touch of sugar in my tortillas and sopapillas and never have hard ones, but only heat them til I can turn them over with my fingers also, this means not cooking them very much.

    If you use just water and flour you get glue, not tortillas!

    try turning the heat down then place them on a moist towel, and cover them with a moist towel.

    yeah, follow a recipe which usually calls for some kind of fat which will make them soft.
