It depends on what kind of ebook.

If you have Amazon ebooks, the special Kindle Reader for PC with Accessibility Plugin will be able to read any Amazon ebooks that has Text-to-Speech "enabled" (will be stated on the sales page of the book). In general, ebooks that have Audibel audiobooks available will not have Text-to-Speech enabled because they want you to buy the digital audiobook instead.

DRM protected ebooks like those from Amazon, Kobo and Barnes & Noble cannot be read by each others' readers and cannot be read by third party text to speech applications because the text is not accessible to other programs (else other programs could steal the ebook).

Similarly, locked/protected PDFs may also not be readable by a text-to-speech program.

For non-DRM-protected ebooks, here are some of the top Text-to-Speech programs that MAY work with whatever reader you are using.
