Is it a good sign when a company calls you a few hours after a phone interview for an in person one?

I had a phone interview the other day and a few hours later, I received a call from the company asking for an in person interview. I was stunned since I thought it would be a day or two later, does this usually bode well?

It means you didn't mess up the phone interview, that's about it. I wouldn't get too excited, but it is far better than not getting the call.

Think about it like this; they are reviewing resumes and calling on the ones they find interesting/impressive enough to speak with you. A quick phone call can catch certain issues, so they do that before calling you in for a formal interview.

I don't want to make you feel bad though, this is clearly a step toward being hired.

    It's completely meaningless.

It could be that they are very impressed with your resume, or it could be that they are very short of help and need people fast.
