For a battery to work on a device, does it depend on the volts of the region your in?
So I'm moving from America to another country. Some device's outlets say it uses 120V-220V and the place I'm moving to uses 220V. But, I have a question. Do the batteries depend on 1 type of volt (120) and won't support 220V, even though the outlet says it does?

The batteries won't care as long as they get the proper low voltage they're designed for. The charger / power supply is responsible for converting the AC power into something your computer can handle. You'll be looking for plug adapters so your 220V-compatible power bricks will work in their new home, and voltage adapters or replacement power supplies for your other equipment. Ask your friends in your new country for specifics.

Batteries and line power have absolutely no connection with each other.
The thing to be concerned about is the Charger.
