Supposing the reaction to be:
3 NO2 + H2O → 2 HNO3 + NO
1.0 mole of H2O would react completely with 1.0 x (3/1) = 3.0 moles of NO2, but there is more NO2 present than that, so NO2 is in excess and H2O is the limiting reactant.
(5.0 mol NO2 initially) - (3.0 mol NO2 reacted) = 2.0 mol NO2 left over
