No one knows - we don't know enough about ejaculation to answer this question.

In theory we all could as we all have the same basic anatomy, many people have theorized that we only don't all experience ejaculation currently due to orgasm inequality which means most women simply don't reach the level of arousal or have the ability to 'let go' during sex in order to be able to ejaculate. We don't know why there are two forms of ejaculate either (one purely from Skene's glands, one from the bladder), even if all females are capable of ejaculation which form would it take? We don't know why we ejaculate from different parts of our anatomy at different times. We may not know the answer to this question for a long time, if at all, we're still very early in the history of female sexual understanding and cultural factors still play a HUGE role in our personal sex lives and scientific study.

Yes we are, but you just have to realize what "squirt" really is. It has been proven time and again both medically that all you are doing when you "squirt" is urinating. Any woman with a full enough bladder is able to squirt.
