Only qualified employers who first prove there are no Americans qualified & available for the position can apply for H1-b visa for their qualified foreign employee. Which degrees do you hold in which field from which universities where? How well did you do? What post-master's (preferably doctorate) degree experience do you have, and what specialized expertise have you developed which is in short supply in the US? Is this a STEM (science, technology, engineering, math) occupation? But note over 100,000 US engineers have been laid off over the past 2 years, so if you are an engineer with at least a master's degree, you're still unlikely to find any job with an employment visa these days.
Spouses may qualify for dependent (H4) visa, but are strictly prohibited from any work of any kind, including volunteer work, telecommuting, etc.
H1-b visa application period opens 1 April 2017. The system gets so swamped with applications from employers that they now pull out a certain number of applications lottery-style, and only process those. So even if you meet all requirements for an H1-b visa, and can actually find a job with a qualified employer, your chances of getting an H1-b visa are not very good.

You can not apply for an H1B at all. Your employer must apply. Your spouse can get an H4, and will not be allowed to work.
