i've answered this many times today already.
short answer -- to amend the Constitution to do that requires the affirmative vote of 38 states. Only 13 states would be required to prevent it.
Now -- go count the number of low population mostly rural states --
Iowa
North Dakota
South Dakota
Kansas
Nebraska
Oklahoma
Arkansas
Montana
Wyoming
New Mexico
Alaska
Utah
Idaho
and those are just the ones west of the Mississippi river. I've not counted any in the South, nor small states in New England.

The people of California and Texas would carry an unfair advantage over the other 49 states.

Because we don't want to.
Constitutionally it would require the agreement of 38 states, and that is not likely to happen any time soon.
