If someone is currently drilling with on branch of the military, can they attend ROTC in a different branch?

E.g., Army E4 with 3 or 4 years of service gets accepted to a university that offers Navy or Air Force ROTC.

Can they join one of those ROTC programs or must they stick with the Army (at least until the contract expires and they go IRR)?

    You can only go through the first two years of ROTC with another branch. After that you have to contract with that branch in order to continue. That means a conditional release from your reserve unit. OR you can do Army ROTC and stay in the reserves until graduation under the SMP.
