Is there any set time limit for construction job completion if its not detailed in the contract? (NY)?

I signed a contract for a new furnace and water heater over 2 months ago. We have has to re-fill out the financing paper work twice and all they have done is remove part of the heat sources and watch the oil for the water heater deplete (I cant get the oil filled with out paying another $1000 to someone else when we are switching to natural gas anyway ( This water heater also provides water to my attached apartments and their tenants).. So now I have no heat at all in half of my apartment, with two sick kids... I don't know what to do. I checked the contract and it does not specify any time line or anything but later this week we have a weather advisory which could leave me and my kids in the (very)cold, my tenants (and myself) with out hot water and not to mention my electric bill tat was around $400 last month due to the use of electric heat to try to compensate... The crew that is doing the work is nice and all but they do not seem to have any urgency to get my job done :(

Update:

They answer and say they will be there and just don't show till like noon, and when the guys do something the boss gets mad at them and tells them to redo it even if it was fine... He will not really let them do much when he is not here but he is almost never here...

    NO. The law allows a 'reasonable time', but that is defined by circumstances, not specified in the law. If it has been 2 months, I recommend consulting an attorney.

    Do you get any answer at all when you try to call them? I would definitely give them a negative review online after they finish the job. Where did you find these charlatans in the first place?
