The reality is that north Korea has been at continuous war with the UN since 1950/1953 war - no declaration of peace was every signed at the cessation of hostilities in 1953. Whether the North Koreans are gonna be so stupid to commit national suicide is anyone's guess, since if they were to start a war it would be over in 25 minutes with north Korea ending up a smouldering radioactive ruin.

History repeats itself. Germany and Japan were suffering under heavy sanctions which caused them to snap and lash out against all surrounding nations, thus starting WWII. Nobody wants to talk to the North Korean authorities. It's incumbent on China to be the one to talk some sense into them and get them to come around and join the human race for a change.
