    NEVER. And its not going to change anytime soon. We all like having a voice.

    Only six times has the President not won the popular vote and the Electoral College. However, the Electoral College vote is the one that "officially" elects The President.

    but at a federal level the popular vote does not exist

    53 out of 58 times the popular vote and the electoral went the same way.

    It never has. But in modern history, only two candidates have won the Presidency while failing to win the popular vote, GWB and the Donald. GWB was (so far) the worst President in modern American History. Trump will likely be the most corrupt. We shall see if he gives GWB a run for his money.
