Would using lock washers prevent a bolted down toilet from coming loose?
The bolts sold for this purpose generally come with 2 retaining washers and 2 stainless washers.

No need whatsoever for lock washers. In fact if you tightened the nuts tight enough to compress the washers then you could easily break the toilet. That is why they do not come with the toilet.

Yes, but there's nothing really that would cause the bolts to come loose in the first place, that's why they are not sold with lock washers.
