You need to stop listening to Alex Jones. All federal elections have a national component. That does not mean that the President has the authority to intervene in an election to change the results. A president commenting on the results of the election does not "federalize" the elections.
The only bill signed on Friday by the President was the American Innovation and Competitiveness Act which was a Republican bill that has nothing to do with the election. A perfect example of fake news. The President has never said or even suggested that the election results be thrown out. An election will always stand. Now, let's carry your conspiracy theory to the extreme. Suppose Trump did know and conspired with Putin to fix the election. The current President can still do nothing. Congress would invoke impeachment, and Pence would be President, not Hillary.
