After retiring from the US Coast Guard as a machinery technician should I require a college degree in business administration?

Certainly not a bad idea, especially if you have the GI Bill that you need to use and might otherwise be wasted. In addition to the tuition, that also gets you BAH, which is a fair chunk of change. "Require" though? Too strong a word. You're still employable as an HVAC tech, mechanic, and many, many other jobs without it.

Add it on to my question I will have 22 years of service has a machinery technician which conducts maintenance and repair to machinery from Marine diesel engines to HVAC. I'm already considered a mid-level manager but in the civilian world that might not count.

I don't see any reason YOU would require anything.
