In NYC and other rent control cities what prevents a landlord from terminating a lease with one tenant to move in a new tenant?

(obviously once the lease expires).

It is my understanding that a landlord can raise rent significantly when a brand new tenant moves in, but can only raise it by a small percent (ie 2 percent) when the current tenant stays.

Update:

I assume the tenant can still be evicted for lease violations such as non payment of rent.

    Once a lease ends, nothing prevents a landlord from giving the tenant 30 days' notice to move out. That is the landlord's right and, he can give notice 30 days before the end of the lease so that you are out at the end of the lease. They generally do not give notice or evict good tenants because they want a good tenant who pays rent when they are supposed to.
