    Circum and circum did. Stance and cision did not.

    No. they include the same prefix. They no more come from the same words than "prepare" and "precede"... The core words are "stance" and "incision".

    The first half does, as @toasteburnish pointed out. But then, the same is true of circumscribe, circumnavigate, circumambulate, etc.

    Circum means around. Cis means cut. A circumcision is a cut around. Stance means position. A circumstance is a position that's around you.
