What determines if a movie is bad?

Mainly, what I'm wondering is if a movie isn't good when viewed as the genre it is meant to be, but it is good if viewed as another genre, does that make it a bad movie. Like, if a horror movie doesn't work as a horror movie, but is genuinely enjoyable if viewed as a romance, or if a dramatic movie seems more like a really hilarious comedy. Does a movie's failure as its intended genre make it a failure as a movie? The reason I ask is that art is subjective. Even great historical paintings are open to interpretation, and there are as many opinions about them as there are people who view them, meaning nobody feels exactly the same way about them as the artist did, but they aren't considered bad because if it.

    It actually makes it a good movie if there's something you can appreciate from watching it.

    Also, the director/screenwriter does not have to make it only to fit in a certain genre and normally, they would know what sections of the movie are crafted in a very artistic way.

    The most prevalent example of what you are talking about are movies that are so bad that people view them as comedy when they were not intended to be. But a really bad movie that i just painful to watch would be on that has little or no plot with poor acting, bad directing is full of cliches and there are many other faults it can have to make it bad. To me movies like Sharknado are so ridiculous they are not even funny. There are many others I could cite but that is as good an example as any.
